He was born in 1986 in Kayseri.
He graduated in 2009 from the Department of Geomatics Engineering at the Faculty of Civil Engineering at Yıldız Technical University. During his undergraduate studies, he worked at private surveying companies and took part in a project conducted in cooperation between Yıldız Technical University and TÜBİTAK.
After working as a Map and Expropriation Supervisor at an engineering firm in Ankara between 2009 and 2010, he completed his military service as a reserve officer.
Between 2011 and 2012, he worked in the Mapping Unit of the Kayseri Mimarsinan Organized Industrial Zone Directorate.
In 2012, he started working as a Geomatics Engineer at the Department of Zoning and Urban Planning of Kayseri Metropolitan Municipality.
In 2014, he served as the Head of the Mapping and Expropriation Branch and the Urban Transformation Branch within the Department of Urban Transformation.
In December 2015, he was appointed as the Head of the Urban Transformation Department of Kayseri Metropolitan Municipality.
As of July 2023, he was appointed as the General Director of Infrastructure and Urban Transformation Services at the Ministry of Environment, Urbanization and Climate Change.
In December 2023, he was appointed as the President of Urban Transformation at the Ministry of Environment, Urbanization and Climate Change.
Hakkı ALP is married, has one child, and speaks English.
