Yasir YILMAZ was born in 1983 in Kütahya province.
He graduated from Istanbul University, Department of Civil Engineering. He received his second bachelor's degree in Business Administration and completed his master's degree in Urban Transformation.
He started his career with projects, contracting and contracting works.
Between 2007 and 2024, he worked as a technical expert, regional manager and head of department in projects with high brand value at TOKİ subsidiary Emlak Konut GYO A.Ş.
Since 2019, Emek İnşaat ve İşletme A.Ş., Kızılay System Yapı A.Ş. Membership on the board of directors continues.
Since his university years, he has served as a volunteer, member and manager in various non-governmental organizations.
Between 2007 and 2016, he served as Young MMG President, Construction Commission President, and Headquarters Board Member in the Architects and Engineers Group.
Since 2008, he has undertaken coordination duties in TMMOB Chamber of Civil Engineers election organizations.
He served as a member of the Board of Directors of the Turkish Red Crescent Headquarters between 2019 and 2025 (May). He contributed to the reorganization process of the Turkish Red Crescent, which has more than 7,000 real estate assets, and ensured the establishment of the General Directorate of Real Estate Management and Kızılay System Yapı.
Yasir YILMAZ is married and has 2 children.
